STORY #1 — Voters Get It; Leaders Don’t
The City Council had a debate and discussion this week on using Ranked-Choice Voting (RCV) but it failed to advance from committee to a formal Council vote at the next meeting for many of the reasons you might have expected.

The council debate highlighted distrust and political divisions that remain generations after the city adopted its modern district system in the 1970s after the U.S. Supreme Court ruled that the city had annexed parts of Chesterfield County to weaken the Black community's voting power in the city.

RCV allows you to vote, or rank, your candidates from favorite to least favorite until a candidate receives more than 50% of the vote.…
